Anti-drinking byelaw

I live in Chester and my local authority, of which I am a Member, introduced this byelaw some years ago with great success.  It has been extended variously across the City where known 'black-spots' have been identified.  It has had, though, the effect of moving the 'problem' elsewhere hence, perhaps, the reasoning behind the extentions!

JohnFunnily enough, we have just introduced powers for the local police to confiscate alcohol in public places.
