Ken's GLA budget

Am I missing something here ?  The budget is described as "inflation busting", yet only adds £15 a year to the Council Tax of a band D property.  Annual Council Tax for Band D is £1,158, so £15 amounts to about a 1.3% increase - hardly "inflation busting".A greater cause for concern to me is that the budget was passed with 9 votes in favour but 16 against; how does that work, then ?

It's inflation busting because it's an increase of more than 5% on the Mayor/GLA part of our Council Tax, compared to last year.  I understand that it needs a two-thirds majority against the budget to throw it out, under the rather odd form of democracy we have in London, so the Assembly were one vote short of defeating Ken.
