The 'star rating' system is very, very complicated. To answer Ben's question, not everything is measured each year, and you keep good or bad scores for 2-3 years once the Audit Commission has had a look at them.The reason we went from three to four stars this year, however, was that the Council performed much better on the basket of indicators measured in 2006 compared to the last time they were looked at. In particiar, there was a MORI poll of residents' satisfaction with services in the Autumn. People were generally much happier with our parks, libraries etc. than they had been when last polled.Brent, Hounslow, Ealing and Richmond have three stars. Westminster, Wandsworth, RBK&C and Camden have four stars.
