Why not boycott Heathrow?
I suspect that a large proportion of the people who attended the meeting against Heathrow at the Town Hall and other similar ones across West London are regular users of the airport. The Government is unlikely to listen to arguments against the airport, however well structured because they are already convinced by the economic case. The answer therefore is to undermine the economic case by not using the airport. Economic boycotts do work as the fall of apartheid showed. If people cared enough they would have no problem avoiding using the airport even if it meant trips to Luton and Gatwick. I think however the problem is that although some people are making a lot of noise on this issue there is no really strong movement against airport expansion as most people are unwilling to give up convenient air travel.
