Or, they could increase other revenue streams like Council Tax, or decrease services (fewer refuse collections), etcThe demand for parking seems quite inelastic (i.e. it doesn't decrease much if prices go up) and is therefore a good target for governmental revenue raising (see also cigarettes, alcohol, airline tickets).
