Duty Officer: Out of Hours at the Council

Last night I tried 4 times between 8pm and 9pm to get hold of the above, spending in total about 20 minutes on hold being told the Duty Officer will be with me shortly.  Is this service no longer available?  Who do we call if we need to get hold of somebody from the Council out of hours?

You could try ringing the noise complaint people because they should be there in the evening and then asking them to put you through to the Duty Officer.
